An enrolled agent is a person who has earned the privilege of representing taxpayers before the Internal Revenue Service by either passing a three-part comprehensive IRS test covering individual and business tax returns, or through experience as a former IRS employee. Enrolled agent status is the highest credential the IRS awards. Individuals who obtain this elite status must adhere to ethical standards and complete 72 hours of continuing education courses every three years.

Enrolled agents, like attorneys and certified public accountants (CPAs), have unlimited practice rights. This means they are unrestricted as to which taxpayers they can represent, what types of tax matters they can handle, and which IRS offices they can represent clients before.

Individuals who prepare federal or state tax returns in California, or assist in the preparation, must comply with the California Business and Professions Code, Section 22250-22259 by completing the required education, maintaining a $5,000 tax preparer bond, and registering with the California Tax Education Council (CTEC).

Roberto E Ruiz, EA, is a Chula Vista Enrolled Agent who can represent taxpayers before the Internal Revenue Service

I grew up living in Tijuana, Mexico and attending Chula Vista's St. Pius X elementary school. I played little league at Chula Vista South and YMCA at Chula Vista High School fields. Like so many of us grew up going to parties at Pizza Hut on third and Imperial Beach, Shakey's pizza, Farrell's and Fuddrucker's.

I attended St. Augustine High School and graduted in 1996 and still have many friends from those years. Saintsman are always welcome at the office.

I graduated with a BA from San Diego State University.

In 2017 I became a Catlifornia Tax Education Council Registered Tax Preparer.

In 2021 I received my Enrolled Agent designation from the Department of the Treasury, Internal Revenue Service.

You can find me bike riding in the mountains, streets and to and from work several days a week and kayaking during the summer. I have a collection of scarves and sports memorabilia at the office and am always excited to talk about the Padres, Toros, Sockers, Xolos, Loyal or any team in San Diego or Tijuana.
